Standard 2.8 Supervision, control and assessment of SME service performance.
Supervision, Control and Performance Assessment of UKM Puskesmas services is carried out using UKM service performance indicators.
Supervision, control and performance assessment are carried out to assess the effectiveness and efficiency of service delivery, conformity with plans, and fulfillment of community needs and expectations. Supervision, control and assessment of UKM service performance are carried out in the form of monitoring and supervision of the implementation of UKM service activities using UKM service performance indicators.
a. Criterion 2.8.1
The Head of the Puskesmas and the person in charge of the UKM Puskesmas supervises the implementation of UKM Puskesmas services which can be carried out on a scheduled basis or at any time.
1) Main Thoughts:
a) Supervision carried out includes administrative aspects, resources, program performance achievements and technical services. Supervision needs to be carried out if discrepancies are found, whether with plans, standards, statutory regulations or various obligations in accordance with applicable regulations.
b) Improvements to the implementation of UKM Puskesmas services need to be carried out through the implementation of supervision which is arranged periodically with a clear schedule.
c) The plan and schedule for supervision activities needs to be informed to the service coordinator and implementer of UKM Puskesmas activities, so that implementers can prepare themselves.
d) The Head of the Community Health Center and the person in charge of the Community Health Center UKM carry out supervision activities.
e) The service coordinator and implementer of UKM Puskesmas activities plans follow-up improvements in the management and implementation of UKM Puskesmas activities.
f) The Head of the Community Health Center and the person in charge (PJ) of the UKM notify the service coordinator of the plan for implementing supervision and control activities.
g) Supervision is supervision of processes, activities and activity implementers who are carrying out activities.
h) The stages of implementing supervision are as follows:
(1) The preparation of the supervision activity schedule is informed to the coordinator and implementer of the UKM Puskesmas activities so that they can prepare the necessary materials.
(2) The preparation material is an independent analysis of the tasks to be supervised including schedules, KAK, and SOP activities.
(3) Supervision is carried out by the head of the Puskesmas together with the person in charge of UKM which is carried out directly at the activity location.
(4) If discrepancies or obstacles are found in the implementation of UKM service activities, discussions and follow-up actions will be carried out for improvements.
2) Assessment Elements:
a) The person in charge of UKM prepares the terms of reference and supervision schedule for the implementation of UKM Puskesmas services (R,D).
b) The terms of reference and supervision schedule for the implementation of UKM Puskesmas services are informed to the service coordinator and UKM activity implementers (D,W).
c) The service coordinator and implementer of UKM Puskesmas activities carries out an independent analysis of the process of implementing UKM Puskesmas activities before supervision is carried out (D,W).
d) The Head of the Community Health Center and the person in charge of the Community Health Center UKM carry out supervision in accordance with the terms of reference for supervision activities and the schedule prepared (D, W).
e) The Head of the Community Health Center and the person in charge of the Community Health Center UKM convey the results of the supervision to the service and activity implementation coordinator (D,W).
f) Service coordinators and UKM activity implementers follow up on the results of supervision with corrective action in accordance with the problems found (D, W).
