CHAPTER II IMPLEMENTATION OF COMMUNITY HEALTH EFFORTS (UKM) ORIENTED ON PROMOTIVE AND PREVENTIVE EFFORTS
1. Standard 2.1 Integrated planning of SME services.
Community health center SME service planning is prepared in an integrated manner based on the work area of the community health center by involving cross-programs and cross-sectors in accordance with analysis of community needs, performance assessment results data (achievement of performance indicators) of the community health center, including paying attention to the results of the implementation of the Healthy Indonesia Program with a Family Approach (PIS PK) and achievements Minimum Service Standards (SPM) targets for Regency/City areas.
a. Criterion 2.1.1
Community health center SME service planning is prepared in an integrated manner based on the work area of the community health center by involving cross-programs and cross-sectors in accordance with the analysis of community needs and expectations, data from performance assessment results (achievement of performance indicators) of the community health center, including paying attention to the results of the implementation of the Healthy Indonesia Program with a Family Approach (PIS-PK). ) and achievement of minimum service standards (SPM) targets for district/city areas.
1) Main Thoughts:
a) Identification of community needs and expectations regarding SME activities can be carried out through introspective surveys and village community deliberations or through other consultative meetings with the community, such as opinion polls, face-to-face meetings, introspective surveys, community satisfaction surveys, and meetings with other media. .
b) Implementation of identification of community needs and expectations refers to applicable policies and procedures.
c) The results of identifying community needs and expectations which have been analyzed and discussed together across programs and across sectors (village/sub-district community deliberations, mini workshops (monthly and quarterly), are then used as a basis for preparing plans for UKM activity proposals.
d) Data on performance achievements (achievement of performance indicators) for UKM services are analyzed by taking into account the results of the implementation of PIS PK and the achievement of SPM targets based on the Puskesmas work area. The results of this analysis are discussed in an integrated manner across programs and sectors as a basis for preparing UKM activity proposal plans (RUK).
e) Activities in each UKM service at the Community Health Center are prepared by the implementer, UKM service coordinator, and UKM Responsible Person, who refer to the results of performance data analysis by taking into account PIS PK data, analysis of district/city SPM achievements, guidelines or references that have been established by the Ministry of Health, Provincial Health Services, and district/city regional health services, by prioritizing national priority programs (including reducing stunting, increasing immunization coverage, controlling TB, controlling non-communicable diseases, reducing the number of maternal deaths and the number of infant deaths and paying attention to results of analysis of community needs and expectations
f) In this Standard, the word “service” is used to replace the word “program”. Example: Health Promotion Programs become Health Promotion Services.
2) Assessment Elements:
a) The needs and expectations of the community, community groups, families and individuals who are the targets of UKM services are identified in accordance with established policies and procedures (R,D,W).
b) The results of identifying community needs and expectations are analyzed together with cross-programs and cross-sectors as material for discussion in preparing UKM activity plans (D,W).
c) Data on the performance achievements of UKM Puskesmas services are analyzed jointly across programs and across sectors by paying attention to the results of implementing PIS PK as material for discussion in preparing activity plans based on work areas (R, D, W).
d) There is a UKM activity proposal plan (RUK) prepared in an integrated manner and based on the Puskesmas work area based on the results of an analysis of community needs and expectations, the results of discussion of data analysis of UKM service performance achievements by taking into account the results of implementing PIS PK activities (D,W)
