Standard 1.7 Development of Community Health Centers by district/city regional health offices.

Puskesmas must receive guidance and supervision from the district/city regional health service starting from the planning, implementation to evaluation stages in accordance with statutory provisions.

Regency/city regional health offices play a role in efforts to improve performance, including improving the quality of health services at Community Health Centers.

a. Criterion 1.7.1

Puskesmas must receive integrated guidance and supervision from the district/city regional health service in order to improve performance, including increasing the quality of services at the Puskesmas.

1) Main Thoughts:

a) The district/city regional health service as the Development Cluster Development Team (TPCB) which was formed with reference to the stipulated provisions provides guidance to the Community Health Center as the technical implementation unit.

b) Achieving regional health development goals is part of the duties, functions and responsibilities of district/city regional health services.

c) In order to carry out duties, functions and responsibilities, district/city regional health offices carry out technical guidance, supervision, monitoring, evaluation and reporting as well as improving the quality of health services using methods such as Point of Care Quality Improvement (POCQI), PDSA, and other quality improvement methods.

d) Guidance carried out by the district/city regional health office as TPCB in terms of administering the Community Health Center starting from planning, implementing activities to evaluating the performance of the Community Health Center.

e) Coaching by TPCB includes coaching in order to achieve PIS PK targets, Minimum Service Standards (SPM) targets, National Priority Programs (PPN), and fulfillment of service standards.

f) In carrying out its duties, TPCB refers to guidelines, including assistance in preparing strategic improvement planning (PPS), monitoring INM measurements and reporting as well as monitoring IKP reporting.

2) Assessment Elements:

a) There is a determination of the Puskesmas organization in accordance with the provisions of laws and regulations (R).

b) The district/city regional health office determines policies and schedules for integrated development of Community Health Centers periodically (R,D,W).

c) There is evidence that the district/city regional health service carries out integrated guidance through TPCB in accordance with provisions, to the Community Health Center periodically, including if there is technical guidance in accordance with guidelines (D,W).

d) There is evidence that the TPCB conveys the results of coaching, including if there are results of technical coaching by each section of the health service, to the head of the district/city regional health service and provides feedback to the Community Health Center (D,W).

e) There is evidence that TPCB provides assistance in the preparation of proposed activity plans and implementation plans for Puskesmas activities, which refer to the Puskesmas' five-year plan (R,D,W).

f) There is evidence that the TPCB is following up on the results of mini workshops and Puskesmas management review meetings under its authority in order to help resolve health problems that cannot be resolved at the Puskesmas level (D,W).

g) There is evidence that the TPCB verifies and provides feedback on the results of monitoring and evaluating service delivery at the Puskesmas on a regular basis (D,W).

h) The Community Health Center receives and follows up on feedback from coaching and performance evaluation by the TPCB (D,W).
