Standard 1.6 Supervision, control and performance assessment

a. Criterion 1.6.1

Supervision, control and performance assessment are carried out using performance indicators determined in accordance with the type of service provided and government policy.

1) Main Thoughts:

a) Supervision, control and assessment of the performance of the Community Health Center is carried out using clear performance indicators to make it easier to improve the performance of service delivery and planning in the following period.

b) Supervision, control and assessment of Puskesmas performance can take the form of monitoring and evaluation, supervision, mini workshops, internal audits and management review meetings.

c) Performance indicators are indicators to assess the scope of activities and management of the Community Health Center.

d) Performance indicators for each type of service and activity need to be prepared, monitored and analyzed periodically as material for improving service delivery performance and planning in the following period.

e) These performance indicators include:

(1) Puskesmas management performance indicators,

(2) performance indicators for UKM service coverage which refer to national indicators such as national priority programs, indicators determined by provincial regional health offices and indicators determined by district/city regional health offices, and

(3) performance indicators for UKP, laboratory and pharmaceutical service coverage.

f) When compiling these indicators, it must refer to district/city minimum service standards, policies/guidelines from the Ministry of Health, policies/guidelines from provincial regional health services and policies/guidelines from district/city regional health services.

g) Measurement and analysis of the performance indicator achievements are carried out by comparing them with the targets set, achievements over time, and by conducting comparative reviews of the performance achievements of other Community Health Centers. Comparative reviews do not have to be carried out by visits, but can also be carried out by other methods, such as utilizing technology and information media.

h) The results of supervision, control and assessment of the performance of the Community Health Center are fed back to cross-programs and cross-sectors to obtain input in improving service delivery performance and annual and five-year planning.

2) Assessment Elements:

a) Puskesmas performance indicators are determined in accordance with the types of services provided and central and regional government policies (R).

b) Supervision, control and assessment of the performance of the Community Health Center are carried out periodically in accordance with established policies and procedures, and the results are fed back to cross-programs and cross-sectors (R,D,W).

c) Evaluation and follow-up are carried out on the results of supervision, control and performance assessment of the targets set and the results of comparative studies with other Community Health Centers (D, W).

d) An analysis of the results of supervision, control and performance assessment is carried out to be used in planning activities for each Puskesmas effort, and for Puskesmas planning (D,W).

e) The results of supervision and control in the form of performance improvements are provided and used as a basis for improving the performance of implementing Puskesmas activities and revising monthly activity implementation plans (D,W).

f) The results of supervision, control and performance assessment are made in the form of a Puskesmas performance assessment report (PKP), and efforts to improve performance are reported to the district/city regional health office (D).
